That's Harris's hawk. Not uncommon around here, but they're not found much further north. They are much more common in Mexico and South America.
The interesting thing about this bird is its sociability. They live in groups and often hunt in groups, and group members frequently help the breeding pair to rear their young. In some cases, a single breeding female will have two males breeding with her, a rather unusual arrangement in birds.
